*JOB DESCRIPTION*: The Director of Finance oversees all financial and related regulatory requirements of SAP&DC.
The incumbent crafts and enforces an internal control environment that facilitates the proper expenditure of federal, state, and local funds.
The Director of Finance, in consultation with the Executive Director and other senior staff, prepares and manages the Commission’s annual budget.
The Director of Finance serves as back-up support for business lending loan services.
The Director of Finance also serves as lead staff to the Commission’s Finance Committee.
*ESSENTIAL FUNCTIONS OF JOB: (other duties may be assigned): * *1) Budget Preparation.
* PERFORMANCE MEASURES.
* Analyzes past fiscal years’ revenues and expenditure trends.
* Reviews and ascertains changing programs’ services/requirements.
* Determines required and optimal expenses.
* Drafts budget alternatives for review by senior staff, Executive Director, Finance Committee and Board of Directors.
* Prepares rebudgets during fiscal and program year based upon changing financial and programmatic circumstances and requirements.
* Prepares budgets to support applications for grants and other Commission requests.
*2) Internal Financial/Fiscal Control.
* PERFORMANCE MEASURES * Prepares cash flow analyses and cash flow projections.
* Manages the receipt and disbursement of Commission funds.
* Oversees month end processes/reconciliation.
* Establishes and holds signature authority on all Commission accounts and line of credit.
*4) Audit Management.
* PERFORMANCE MEASURES * Organizes and prepares reports in preparation for independent audit.
* Prepares periodic solicitations/requests-for-proposals for independent audits.
* Oversees, organizes and prepares responses to financial and performance audits of SAP&DC grants and programs.
*5) Tax and Fiscal Reporting.
* PERFORMANCE MEASURES * Compiles reports and supporting documentation in advance of the preparation of corporate tax return.
* Reviews completed tax returns for accuracy prior to obtaining required signatures.
* Prepares fiscal reports in support of contractual requirements of Commonwealth and Federal granting agencies.
* Completes other fiscal reports as requested by the Executive Director, senior staff, Finance Committee and Board of Directors.
*6) Business Lending Activities.
* * Back-up support for the revolving loan program administration, marketing and loan packaging.
*7) Banking Activities * PERFORMANCE MEASURES * Arranges for, maintains and monitors lines of credit as may be required and approved by the SAP&DC Board of Directors.
*8) Attendance * PERFORMANCE MEASURES * Consistently reports to work as scheduled or uses appropriate call-in procedures for obtaining approval for time off.
* Consistently reports to work, meetings, and other business appointments on time and prepared.
* Achieves a healthy balance between personal and work life *OTHER DUTIES: * 1.
Represents SAP&DC on relevant committees and ad hoc work groups pertaining to Commission programs and granting agencies.

Adheres to established policies and procedures.

Maintains positive working relationships with all vendors.

Other duties as assigned by the Executive Director.
*SUPERVISION RECEIVED: * Supervision is typically received from the Executive Director.
*SUPERVISION ADMINISTERED: * This position supervises and manages a Financial Analyst and Fiscal Tech.

*QUALIFICATIONS: * *Education * Bachelor’s degree in accounting, economics, business administration or related field.
*Experience/Training/Licensing * At least three years’ work experience in Finance at a non-profit agency or as a CPA.
At least one year of supervisory experience.

*Math Skills * Performs accurate basic mathematical functions such as addition, subtraction, multiplication, and division.
*Computer Knowledge * Word Excel Outlook Munis *Other Characteristics * Ability to draw upon education and training.
Technical expertise and knowledge with GASB, GAAP and 2 Code of Federal regulations (CFR) Part 200 (Subparts A-F) required Ability to decide upon multiple courses of action Ability to exercise sound judgment and make decisions without supervision.
